Our verdict

USAA's insurers carry AM Best's top A++ rating and its checking and savings accounts have no monthly service fees. It is a legitimate, long-running insurer and bank founded in 1922, open only to active duty, Guard and Reserve members, veterans who served honorably, cadets and officer candidates, and spouses and children of members. The tradeoffs are a heavy complaint load (3,389 BBB complaints and 7,658 CFPB complaints in three years) and a bank that has been under OCC enforcement orders since 2019, including a December 2024 order that restricts new products until risk controls are fixed. If you qualify, get a USAA quote, but compare it with at least two other insurers.

USAA legitimacy and licensing

Yes. United Services Automobile Association was founded in 1922 in San Antonio and reported 14.3 million members in 2025. Its insurance companies hold AM Best’s highest financial strength rating, A++ (Superior), and its bank, USAA Federal Savings Bank, is an FDIC member, so deposits are insured up to $250,000 per depositor, per ownership category.

Being legitimate is not the same as being trouble-free. The bank has been under OCC enforcement for weak compliance and risk controls since 2019, and USAA draws thousands of BBB and CFPB complaints. Those are covered below.

Who can join USAA

USAA lists these eligible groups: active duty military, National Guard and Reservists, veterans who honorably served, contracted cadets and midshipmen, officer and warrant officer candidates, and spouses and children of USAA members. Membership is free. Parents, siblings and friends of members do not qualify through that relationship alone, so they need to shop elsewhere.

Children can join only when a parent is or was a USAA member, which is why many families set up a membership for a veteran parent before passing eligibility down.

USAA insurance and banking costs

USAA does not publish sample auto premiums, so you have to get a quote. Its listed auto discounts include up to 10% for bundling auto and property policies, up to 15% for garaging a vehicle on a military base, a storage discount, a good student discount and the SafePilot app program, which gives up to 15% at enrollment in most states.

On the bank side, Classic Checking opens with $25 and has no monthly service fee or low balance fee. Performance First Savings needs $1,000 to open. Through November 17, 2026, a first Performance First account can earn 3.00% APY for six months if you bring $25,000 in new money within 30 days; after that the rate is variable. CDs start at $1,000, with jumbo tiers at $95,000 and $175,000.

Regulator actions against USAA's bank

In January 2019 the CFPB ordered USAA Federal Savings Bank to pay about $12 million in restitution and a $3.5 million penalty for failing to honor stop payment requests, failing to investigate errors properly and reopening closed accounts without consent; that order has since expired. The OCC fined the bank $85 million in 2020 over compliance risk management and information security, and in March 2022 the OCC and FinCEN assessed $140 million for anti-money-laundering failures.

On December 18, 2024 the OCC issued a broader cease and desist order that replaced the 2022 order. It bars the bank from adding any new product or service or loosening membership criteria without first assessing and reducing the risks. No new fine came with it.

What customers say about USAA

Recurring themes across the review sites and complaint records listed above, not individual quotes.

Common praise

  • Military-focused benefits such as on-base and storage discounts
  • Strong mobile app for banking and insurance
  • Helpful individual representatives, especially on claims escalations
  • No monthly fees on checking and savings

Common complaints

  • Long waits and automated phone menus before reaching a person
  • Slow claims, low repair estimates or denied claims
  • Large premium increases at renewal
  • Account holds, frozen funds and disputed transactions at the bank

USAA complaints and how to avoid problems

Over the last three years the BBB logged 3,389 complaints and the CFPB 7,658, most about managing checking and savings accounts, credit reporting and credit cards. Trustpilot reviews, which skew toward unhappy customers, focus on long waits for a live agent, slow or denied claims, sharp renewal increases and account holds.

USAA has also settled class actions without admitting wrongdoing, including a $647,264 Michigan settlement over sales tax and fees on totaled leased vehicles (claims closed October 8, 2026). To protect yourself, document claims with photos and written estimates, ask for decisions in writing, and if a bank issue stalls, file with the CFPB. Insurance disputes go to your state insurance department.

Canceling USAA insurance or closing accounts

You can cancel a USAA policy at any time; line up new coverage first so you have no gap, since a lapse can raise future rates and break state insurance requirements. For bank accounts, move your direct deposit and automatic payments first, then close the account and keep the confirmation. The 2019 CFPB order found USAA had reopened closed accounts without permission, so check that a closed account stays closed.

Who should skip USAA

If you are not eligible, USAA is not an option. Eligible members should still compare quotes if they have a recent accident or ticket, live in a high-cost state, or want an agent they can meet in person. Savers chasing the highest rate may also do better at an online bank, since USAA’s best savings rate is a limited-time promotion.

Active duty, National Guard and Reserve members, veterans who honorably served, contracted cadets and midshipmen, officer and warrant officer candidates, and spouses and children of USAA members. Membership is free.

What is USAA's BBB rating?

The BBB rates USAA A+, but USAA is not BBB accredited. The BBB logged 3,389 complaints against USAA in the last three years.

Has USAA been fined?

Yes. The CFPB ordered $12 million in restitution and a $3.5 million penalty in 2019, the OCC fined the bank $85 million in 2020, and the OCC and FinCEN assessed $140 million in 2022. A December 2024 OCC order restricts new products until risk controls improve.

Are USAA deposits FDIC insured?

Yes. USAA Federal Savings Bank is an FDIC member. Insurance and investment products are not FDIC insured.

Does USAA have monthly fees?

USAA lists no monthly service fees on Classic Checking or its savings accounts. Other fees, such as for wires, can apply, so read the bank's fee schedule.

What is the USAA savings rate right now?

A promotional 3.00% APY for six months is available on a first Performance First Savings account opened August 11 to November 17, 2026 with $25,000 in new money. Standard rates are variable and shown on USAA's rate page.

What are the most common USAA complaints?

At the CFPB, account management, credit reporting and credit card problems lead. Reviews also point to long phone waits, slow claims and renewal price increases.
