Our verdict

Booking.com is a legitimate and very large booking site, run by Booking.com B.V. in the Netherlands and owned by Booking Holdings, which also owns Priceline, Agoda and KAYAK. It is a good place to find and compare hotels and rentals worldwide, with free Genius discounts and a price match after you book. The tradeoff is what happens when something goes wrong: the property, not Booking.com, is your contract partner and sets the cancellation terms, US disputes go to binding arbitration unless you opt out within 30 days, and customer reviews are among the worst of any major travel site. Book free cancellation rates when you can, pay only inside the Booking.com site or app, and use a credit card so you can dispute a charge if you need to.

Booking.com, step by step

  1. Search and compare

You search by destination and dates and filter by price, review score, location and amenities. Check the total with taxes and fees, and the cancellation policy, before you choose.

  2. Book and pay

Depending on the rate, you pay at booking or at the property. Your contract is with the property, and Booking.com sends a confirmation you can use to manage the booking.

  3. Manage your booking

You change dates, cancel or message the property from your account or the app. Cancellation fees, if any, are set by the property and shown in your policy.

  4. Get help

Booking.com offers phone support 24/7 on local and international numbers, plus messaging. Start from your booking in the app so you reach the real company.

  5. After your stay

You can leave a verified review. If you found a lower price after booking, you can claim the price match difference.

Booking.com legitimacy and licensing

Yes. Booking.com is run by Booking.com B.V. in Amsterdam and is the largest brand of Booking Holdings Inc., a Nasdaq-listed company that also owns Priceline, Agoda, KAYAK and OpenTable. According to the parent company’s 2025 annual report, Booking.com listed about 4.4 million properties in over 220 countries and territories at the end of 2025, including about 500,000 hotels, motels and resorts and 3.9 million homes and apartments.

Legitimate does not mean trouble free. Booking.com USA, Inc. has an F rating from the BBB with 5,600 complaints in three years, and Trustpilot reviews average 1.4 out of 5 from more than 128,000 reviews, 74% of them one star. The app does far better, at 4.8 out of 5 on the App Store from about 2.19 million ratings, which suggests most routine bookings go smoothly and the problems cluster around cancellations, refunds and missing reservations.

How Booking.com works and what it costs

Booking.com does not charge travelers a booking fee in its terms. You pay the price the property sets, either when you book or at the property, depending on the rate. For flights and attractions, Booking.com handles payment itself.

The key point in the terms is that when you book a stay, your contract is with the property, not with Booking.com. The property sets the cancellation policy, which can be free cancellation before a deadline or nonrefundable. If a property cancels or overbooks, Booking.com is the intermediary, so keep all messages inside the Booking.com app.

Since May 12, 2025, the FTC’s rule on junk fees requires lodging sites to show mandatory fees, such as resort fees, in the advertised total price. Taxes can still be added at checkout, so compare final totals across sites.

Genius discounts and the price match

Genius is free. Creating an account gets you Level 1: 10% off stays and select rental cars at participating properties. Five bookings in two years moves you to Level 2, with 10% to 15% off plus free breakfast and room upgrades at select properties. Fifteen bookings in two years moves you to Level 3, with up to 20% off and priority support. Booking.com says you are never demoted.

The price match applies after you book. If you find the same property, room, dates, guest count, meal plan and cancellation policy cheaper online, Booking.com amends your price or tells you how to claim the difference after your stay. Opaque sites that hide the property until you pay, member or loyalty rates, partner offers, cancelled bookings and single-unit properties do not count.

What customers say about Booking.com

Recurring themes across the review sites and complaint records listed above, not individual quotes.

Common praise

  • Easy booking and managing several trips in one place
  • Helpful map search and clear filters
  • Flexible free cancellation rates
  • Support agents who step in when a property problem arises

Common complaints

  • Hard to reach customer service, long holds and dropped calls
  • Refunds that take weeks or months, sometimes needing a bank dispute
  • Arriving to find a reservation missing, overbooked or the property unavailable
  • Unexpected charges and payment problems
  • Fraudulent listings and scam messages

Booking.com complaints and how to avoid them

The recurring complaints on Trustpilot are hard-to-reach customer service, refunds that take weeks or months, reservations missing or overbooked on arrival, unexpected charges, and fake listings or scam messages. Positive reviews mention easy booking, good map search, flexible cancellation and agents who stepped in to fix a property problem.

To lower your risk:

  • Pick a free cancellation rate when plans might change, and note the deadline.
  • Pay only inside the Booking.com site or app. Treat any message, even in the Booking.com inbox, that asks you to re-enter card details through a link or pay by bank transfer as a scam until you confirm it by calling the property at a number you looked up yourself.
  • Call or message the property a few days before arrival to confirm the reservation.
  • Save screenshots of your confirmation, the price and the cancellation policy.
  • Pay with a credit card, which gives you dispute rights.

Your rights: refunds, disputes and regulators

If you paid by credit card and did not get a refund you are owed, the Fair Credit Billing Act lets you dispute a billing error with your card issuer, so that your letter reaches the issuer within 60 days after the first bill with the error was sent to you, including charges for services not delivered as agreed. Report scams to the FTC at ReportFraud.ftc.gov.

Read the dispute terms before you book. Booking.com’s US terms require binding arbitration through National Arbitration and Mediation under New York law, with limited exceptions, and you can opt out within 30 days.

Regulators watch Booking.com closely in Europe. The European Commission designated Booking Holdings a gatekeeper under the Digital Markets Act and Booking.com a Very Large Online Platform under the Digital Services Act. Spain’s competition authority fined Booking.com in 2024 over contract terms with hotels and how it ranks them; Booking.com is appealing and carries the fine as a $485 million liability. Switzerland ordered lower hotel commissions in 2025, also under appeal, and Greece and Hungary opened investigations in 2025.

Who should book somewhere else

If you collect hotel points or elite nights, book directly with the chain, since agency bookings usually do not count. If you need reliable help with a complex or high-cost trip, an agency with better service ratings, such as Expedia, or a direct booking leaves one company responsible.

Booking.com remains a strong place to search. Compare its price with the hotel’s own website and a metasearch site such as KAYAK, then book wherever the total price, cancellation terms and rewards suit you best.

Alternatives to Booking.com

  • Book directly with the hotel Free to compare: you earn hotel loyalty points, deal with one company if plans change, and often get the same or a better rate.
  • Expedia Higher customer ratings than Booking.com and packages that bundle flights, hotels and cars, outside Booking Holdings. Read review
  • KAYAK Free metasearch that compares Booking.com with other sites and hotel websites before you decide where to book. Read review
  • Agoda Same parent company, often cheaper for hotels in Asia. Read review
