Pebl legitimacy and licensing
Yes. Pebl is the trade name of Velocity Global, LLC, a Denver Employer of record (EOR). A company that legally employs workers abroad on your behalf through its own entity. Compare employer of record (EOR) services that started in 2014 (its BBB file lists a 2013 start date). It renamed itself Pebl on September 9, 2025. In its announcement, the company said it supports more than 1,500 customers in 185 countries, owns 65 entities, and is led by CEO Francoise Brougher.
Its BBB file, still under the Velocity Global name, shows a B- rating, no accreditation and one complaint in three years. Trustpilot has only six reviews. Pebl’s site shows a 4.7 G2 rating, which we could not open ourselves.
Velocity Global is now Pebl
If you searched for Velocity Global, it’s the same company. Pebl says nothing changed for existing customers: the same services, contacts and support teams, with contracts, pricing and logins unchanged. The legal entity on your contract is still Velocity Global, LLC. The velocityglobal.com site now redirects to hellopebl.com.
Pebl pricing
Pebl lists EOR at $399 per employee a month, the lowest starting price in our EOR comparison, against $459 to $499 at Multiplier, $499 at Papaya Global, $599 at Deel and Remote (Remote’s as of October 13, 2026). Pebl’s FAQ says it charges no setup or offboarding fees and includes its AI assistant, reporting and lifecycle support.
The $399 is a base. Pebl quotes by country, and you also pay the employee’s salary, employer taxes and benefits. At the base rate the fee is $4,788 a year per employee.

How Pebl works
As an employer of record, Pebl (or a partner) becomes the legal employer in the worker’s country. You direct the work; Pebl handles the local contract, payroll, taxes, statutory benefits and termination rules. Pebl owned 65 entities as of September 2025 and covers the rest of its 185+ countries through partners, so ask which applies in each country you hire.
Pebl also sells global payroll for companies with their own entities, benefits, international pensions, equity programs, immigration support and talent sourcing.
Pebl complaints
Public complaints are few. On Trustpilot, the four one-star reviews (mostly from employees) cite high total cost compared with take-home pay, currency and contract risk falling on the employee, onboarding and immigration delays of more than two weeks, and a leave request that wasn’t approved. The BBB shows one complaint in three years.
Before you sign, get in writing: the full monthly cost per country, the currency the employee is paid in, the benefits package, and how long immigration usually takes.
Who should skip Pebl
If you mostly pay freelancers, Pebl doesn’t publish contractor prices; Remote and Oyster list $29 a month. If you want the EOR to own its entity in every country, Remote says it does. If you plan to hire many people in one country, compare EOR fees with opening your own entity.
