Our verdict

USAA motorcycle insurance is a Progressive policy sold through the USAA Insurance Agency, which earns a commission; USAA's footnotes say these third-party products are not underwritten by USAA or its affiliates. That is not a bad deal: Progressive is rated A+ (Superior) by AM Best and offers a full set of motorcycle coverages, and USAA members save 5%. The catch is that your claims and service run through Progressive, not USAA, so USAA's own reputation for service does not apply. Get a quote through USAA and one straight from Progressive, since Progressive also lists USAA membership as an association discount.

USAA pricing at a glance

What Amount
Lowest state average (Pennsylvania) $151.40 a year ($12.62 a month)
Highest state average (Delaware) $365.24 a year ($30.44 a month)
Advertised starting price $75 a year, liability for one motorcycle, excluding fees and taxes
USAA member savings 5%

These are Progressive averages for liability only. Adding comprehensive, collision, accessories or injury coverage raises the price. Your rate depends on your state, age, riding record, bike and coverage choices.

USAA, step by step

  1. Start a quote at USAA or Progressive

Start from USAA's motorcycle page or Progressive's USAA member page; either way the quote is written by Progressive.

  2. Have your details ready

You need the VIN or the year, make and model, the names of everyone who rides the bike, and basic information about yourself.

  3. Pick coverage

Liability is standard; add comprehensive and collision, uninsured motorist, medical payments, roadside help or total loss coverage as needed.

  4. Progressive underwrites and issues the policy

Progressive decides whether to insure you and at what price, then services the policy and handles claims.

  5. Manage and renew with Progressive

Payments, ID cards, changes and claims go through Progressive's app, site or phone line.

Does USAA insure motorcycles?

Not directly. USAA sells motorcycle insurance through the USAA Insurance Agency’s alliance with Progressive. USAA’s disclosures say the agency contracts with insurers that are not affiliated with USAA, that these third-party products are not underwritten by USAA or its affiliates, and that the agency receives a commission on each sale or renewal. In practice you get a Progressive policy, Progressive decides your price, and Progressive handles your claims.

USAA says it has worked with Progressive for over 30 years and that members save 5% through the alliance. Progressive says hundreds of thousands of USAA members have added Progressive coverage. Buying the policy does not make you a USAA member.

USAA motorcycle insurance legitimacy and licensing

Yes. It is a standard Progressive policy. AM Best affirmed the A+ (Superior) financial strength rating of Progressive’s insurance companies, including Progressive Casualty, Progressive Northern and Progressive Specialty, with a stable outlook on May 1, 2026. Progressive says it is the No. 1 motorcycle insurer, based on market share data from Ratefilings.com.

Service reviews are another matter. Progressive’s Trustpilot score was 1.2 out of 5 from 1,971 reviews in October 2026, mostly about premium increases, claim handling and phone waits, while its app averaged 4.8 out of 5 in the App Store. If you have a complaint you cannot resolve, your state insurance department handles complaints about insurers.

How much USAA motorcycle insurance costs

USAA does not publish motorcycle prices. Progressive says its average liability-only motorcycle policy cost from $151.40 a year in Pennsylvania to $365.24 a year in Delaware between May 2025 and April 2026, and it advertises liability for one motorcycle from $75 a year before fees and taxes. Full coverage costs more.

Your price depends on where you ride, the age and experience of every rider, violations and claims, the bike and how you use it, and the coverage you pick. USAA lists discounts for a motorcycle license endorsement, a clean record, a safety course and insuring more than one bike. Progressive also lists discounts for quoting at least a day ahead, bundling, paying in full and switching from another insurer.

What USAA motorcycle insurance covers

Standard on every policy: bodily injury and property damage liability, a genuine manufacturer parts guarantee, small claim forgiveness and accident forgiveness. Optional: Comprehensive. Covers non-crash damage such as theft, fire, vandalism and weather. Compare motorcycle insurance companies and collision, accessories coverage, carry-on personal items, disappearing deductibles, enhanced injury protection, medical payments, roadside assistance and trip interruption, total loss coverage, and uninsured and underinsured motorist coverage.

  • Accessories: $3,000 included when you add comprehensive and collision; Progressive sells up to $30,000.
  • Riding apparel: Progressive covers damaged gear up to $3,000 in a covered collision.
  • Trip interruption: up to $500 for food, lodging or transportation.
  • Enhanced injury protection: up to $250 a week for up to 2 years if you cannot work, plus a $25,000 death benefit.
  • Total loss: pays full retail value for a new bike, minus your deductible, if it is totaled while still eligible.

The same coverage applies to ATVs and UTVs. For vintage or heavily modified bikes, USAA points members to Foremost.

What customers say about USAA

Recurring themes across the review sites and complaint records listed above, not individual quotes.

Common praise

  • Price for members who stack the 5% savings with other discounts
  • Wide coverage menu, including accessories and riding gear
  • Highly rated Progressive app
  • Accident forgiveness and disappearing deductible options

Common complaints

  • Members expecting USAA service and getting Progressive
  • Premium increases at renewal
  • Slow or denied claims
  • Long phone waits

Complaints and how to avoid problems

The most common frustration is expecting USAA’s service and finding that Progressive runs the policy. Progressive’s reviews focus on renewal price increases, claim delays or denials, and phone waits.

  • Ask the agent which Progressive company issues your policy and save the policy documents.
  • Get a direct quote from Progressive too, and make sure the USAA association discount appears on whichever quote you choose.
  • Check the accessories limit if you have custom parts, since only $3,000 is included.
  • Report claims to Progressive, not USAA.
  • If a claim stalls, file a complaint with your state insurance department.

Who should skip it

If you chose USAA because of its own claims service, its motorcycle offer will not give you that, since Progressive handles everything. If you are not a USAA member, there is no reason to go through USAA; quote Progressive directly and compare GEICO and others. Owners of vintage or custom bikes may get better terms from a specialty program such as Foremost.
